Unlike Don Quixote, some of us learn the hard lesson after dueling with windmills. The SEC just doesn't seem to care about sewer stocks trading on the OTC. FINRA is a self-regulating joke. The state security regulators defer to the feds. Congressional legislation gets put on a shelf, ignored, or delayed before even applied; Dodd-Franks is how old? They are still not publishing regulations years after its enactment! Nobody wants to muck out the stable. All IMHO.
