No I don't believe he is virtual - unless the SEC has been writing to a virtual guy and he responds.

There was mention in the SEC comment about his job:

Sole Officer and Director, page 33

In response to the Staff's comment, we have revised our disclosure on page 33 to indicate that Mr. Grob was providing insurance and financial consulting services as a sole proprietor under his own name. His sole proprietorship is not a parent, subsidiary or otherwise affiliated with the registrant.

Seems he was involved with insurance before this new title. If I had to guess I would say more likely a frontman for this little fracking venture.

He was listed back in January on one of those link sites as:

there are obvious mistakes in the press releases (i.e. UC San Jose - no such UC) and the business that can't be located - Weis S.A.

but I found a few interesting leads on a Valdemar (with an E and not an A) Perez Rios in Houston involved in construction that might be worth checking out. Also a Baldemar Perez Rios that had a foreclosure by POST OAK bank and a Baldemar P Rios listed as living in Houston and San Jose, Ca. that donated some money listed in San Jose as a chemical engineer. weird stuff - nothing confirmed yet but later I might have some time to check it out more.
