Difficult funding or "funding" was never the real goal. Maybe more money is in, ahem, "exploration" and fluff PRs. Once the bucket testing was exposed and now the investigations are here, people might cut and run and blame "funding".... if someone was talking about different scenarios, this certainly fits especially with Chaffee's email stating that funding could be a problem. How surprising....
