Then going back to what I originally stated, the wording on the link to "Block PMs" is categorically false. Quote:

It leads the user to believe only PMs are being blocked.
And there is a distinction between PMs and Public messages.
The former is not covered by the ihub TOU apparently and can be used to hurl obscenities on a user and the latter is governed by the TOU.
