Claiming or reporting a mineral resource as a "reserve" is quite illegal. The SEC considers it fraudulent, and there is plenty of enforcement actions and criminal cases to prove it.
But, a basic understanding of Industry Guide 7 (or NI 43-101, for that matter - both laws agree on this point) would tell you that TWDL is breaking the law.
