An organization representing rural U.S. carriers is protesting an FCC cap on rural phone subsidies, claiming it will cost jobs and lead to higher service prices. Rural telcos such as CenturyLink (CTL), Frontier (FTR), and Windstream (WIN) have seen their profits pressured by phone line cancellations, low rural broadband penetration, and tough competition from cable providers
