You are correct that the Australian Tax Office (not the Tasmania government) stands first in the line of creditors but the rest of what you say is hard to understand. Malcolm doesn't get to negotiate a renewal of the exploration licence with a liquidator. You guys need to start to face up to reality: the licence is a goner, kaput, no more.
