If you are talking about an SBIR grant, completion of a Phase II in no way guarantees that a phase III will be granted (in fact only a small percentage of completions receive a phase III). The process is far from automatic.

In addition the amount of the grant is limited (I believe that it is about $750 K. And those that do receive grants don't necessarily receive the maximum. A significant amount of money, but very far from enough to restore the company to break even!
