Also the Scottrade platform tells you when you select "Cancel" that the order may not be processed in time and you are still responsible for the order.
As stated it is not a broker issue here it is in fact failure of NASDAQ and will have to come from NASDAQ to fix these trades. A long line forming here on NASDAQ to pay up for failure to halt trading and trying to power through, a costly decision.
