Now, this is just a guess, but I'm thinking the entire reason for having a moderator system in the first place is to reduce the workload for the admins. in regard to keeping the boards on track in regards to the T.O.S.

And, this is just another guess here, when a moderating team accomplishes the inverse of the above in regard to admin. workload, it probably leads to that scarcity of thank you notes you have reported.
