Admins can't always know if a particular post is on topic, but if a request for review explains why it's on topic it'll be restored.

This is the reason I asked
If I report your post as off topic and it is removed by an admin that does not know something is on topic you can not request a review.
The only recourse is to repost it which can get you put in jail.

My reason for asking this is a board I post on has a person that does not like to be contridicted. When you post something in responce he reports it as off topic and it gets removed by admin every time even if it is on topic.
