Jim: Here is how Judge Luckern’s decision was released to the public on December 12, 2007 in investigation 337-578, Qualcomm v. Nokia.

The ALJ came up with two documents that based on the number sequence appear to have been released simultaneously The first #287949, was his Final Initial and Recommended Determinations which was confidential. This was provided to the attorneys on the December 12, but don’t know what time.

The second #287950, was his Notice to the Parties which contained “the title page, conclusions of law and the order, which are not confidential and which form a portion of said determinations.” According to the time stamp on #287950, it was received by the Office of the Secretary at 4:40PM, and apparently was posted shortly thereafter

A redacted public copy of the determination was released on January 31,2008 (#291110). For those who have some free time over the weekend it is a 279 page document, and illustrates the detailed technical and legal considerations that the ALJ used in making his decision.
