I'm sure it is trading in the US. When I first bought Storm Cat Energy, it was a Canadian listed stock and the only way I could see current quotes was by looking at the TSX Exchange. I was able to buy in my Etrade account but only saw the closing price each day.

Haven't tried to buy RailPower yet but my guess is it's the same. If you do buy, don't forget to convert the currency into US dollars before you bid.
