Xpring was created so entrepreneurs everywhere (no matter what country) can create payment apps that work anywhere. Fiat is accepted globally. No dark web or deep government conspiracies, just capitalism made possible for the entire world via mobile apps or any digital devices. It doesn't cause or avoid taxes, it's just a tool like a shovel or a truck, except digital. Ripples reason for creating Xpring was to make Fiat interchangeable with XRP globally.
