They have been stalling for 2 years thats how they load up. Whenever it gets down near .02 they take out the ask if low enough then don't buy again until something significant shows up again. It they hit 75% of all the larger sell orders on the ask in the last 2 years they could easily have 3 - 5 million shares by now.....
