You are mixing up types of ”banks”. State controlled banks are something special in countries like China.
We are dealing with commercial banks for TRW! They do not have “limited budgets” nor limited funds!
They all want to grow and make more money! It is all about business!
On top of that nobody expects that 100 musd shall be paid out before Christmas!
All bankers I know are working their asses off to close deals before year ends! They are chasing bonus!
