It is just an excuse used to attempt to hide ERHC management's pathetic performance and justify their staying on and collecting even more salaries. Just like the last 4 million ERHC received for selling EEZ block 4, most of the money always goes to salaries and management boondoggles. It seems the goal here is to make sure that continues to happen.
