The problem with foreign investors is that it makes the claim void if more than 50% is held for non-US citizens. And they won't get squat from Cubas govt with little leverage.

Our best hope is the US and Cuba handshake deal where US loans Cuba money to pay claims. Embargo is lifted and Cuba pays US govt direct and claims are paid in full.
