The BVTK MAPs remind me of a company I worked for that has MANY Government contracts. We went after a HUGE IDIQ Contract (and won a spot on it) with around 23 subcontractors under us on it ("partners"), and added more after the win... various companies with various capabilities. For folks who don't understand how some of this stuff works... that allows the PRIME to pursue work/bid on work that they would never successfully be able to bid on based on their own capabilities (in-house) using the subcontractors and their Past Performance. These MAPs really are a big deal. They open doors to bidding on solicitations (and receiving part of the $$$ because they're the Prime) and also going after non-Government work even without the capabilities, just because of the subcontractors! That company I worked for gained a significant amount of work (from that IDIQ, as well as other solicitations and sources) just because of subcontractors, for things we had NO Past Performance/capabilities in (they also had a lot of work within their own in-house capabilities, too). And as the Prime, we were still ultimately in control of the contracts/work/money, etc... It's a great situation to be in.
