The Barton story seems to be a little more complicated than that, at least as far as we now know. Back in 2011, he was separated from his then-wife, and having an affair with the woman who eventually published the photo or photos. He was also seeing several other women. The first woman eventually found out she wasn't his One True Love, and got pissed off.
When the recent sex scandals began popping up, she decided to come forward with her own story. And the photo or photos.
Barton calls it "revenge porn", which actually is against the law in Texas. Obviously we don't yet know everything about this, but it does seem they had a consensual affair that went on for some time, and that he sent her the photo(s) back then. She evidently didn't object.
Barton wouldn't be one of my favorite people for a variety of reasons. WHY do some guys think it's cool to send people, even if those people are their lovers, photos of their junk?
But it's a far cry from stalking teenagers.
