Who cares if YOU are a federal employee or not?!

You said that the reason you had it at BCBS tier 2 and Rose at tier 3 is because you live in different states. I am telling you that this is not the reason. The reason for the different tiers is because you have different plans, one federal, one not.

If you and Rose lived in the same state, you would still have tier 2 and he would still have tier 3.
