You contradicted yourself straight out of the gate:

However, the company hasn’t made the final decision yet.

The article is saying exactly the opposite of what you claim. It's saying the market isn't growing because Samsung is one of only a small number of manufacturers that IS Cd-free, so there aren't a lot of new products coming out to grow the Cd-free market.
