I think you overlook the biggest factor is that Shala is building nothing. That means even if they actually get to start a contract, of which no $$, has been allotted...they will have to subcontract out for everything. They will be lucky if they even get 10% off the top and will only get paid to manage a facility. The Government will own the plant. Wake up call.
