What is to stop them starting the stockpiling as soon as President Trump signs the bill? Nothing.

I think the biggest worry for the DoD was that things might kick off with NK before something was put in place to allow them to stockpile the ARS antidote.
Remember the CEO's of PSTI said that they were in 'Advanced discussions' with the US Defence about PLX R18. Now we know how advanced.

Expect a PR from PSTI pretty soon after the President signs the bill.
