Here’s what happens if Obamacare mandate is repealed, as the Senate’s tax bill would do

Repeal included in Senate bill; Ryan hints House will follow suit

The revised tax bill from Senate Finance Committee Chairman Orrin Hatch includes repeal of Obamacare’s individual insurance mandate.

The Senate’s revised tax bill includes a repeal of Obamacare’s individual insurance mandate, reflecting increased prodding from President Donald Trump and injecting a major GOP policy goal into an already-complicated tax overhaul.

The decision to include the repeal came as the GOP is seeking to save money in its tax-cut bill, and meet budget constraints. Last week, the Congressional Budget Office said repealing the individual mandate would raise $338 billion over 10 years, due to reduced spending on Medicaid and insurance subsidies.

But getting rid of the mandate would also jack up the number of uninsured Americans by 4 million next year, according to the nonpartisan CBO. By 2027, 13 million more people would be uninsured, the CBO said.

Trump tweeted about repealing the mandate on Monday, saying, “how about ending the unfair & highly unpopular Indiv Mandate in Ocare”?

Senate Finance Committee Chairman Orrin Hatch unveiled an updated bill late Tuesday evening.

The House’s version of the legislation doesn’t include repeal of the individual mandate, but House Speaker Paul Ryan hinted it could be included in a final piece of legislation if the Senate passes it.

“We’ve had the House votes to do that,” he told CNBC on Wednesday morning. “We passed our repeal of the individual mandate back in May.” But he said Republicans haven’t yet had the votes in the Senate. “If the Senate can get it through committee, if they can get it through the floor, then we’ll meet them in conference and we’ll assess at that time,” he said.

The House and Senate need to agree on a single piece of legislation to send to Trump.
