Of course none of it is right. Mmex is going about the correct way to start the process of developing a refinery. No one but a qualified person can determine if it is feasible (the TCEQ real qualified engineers have done so). Additionally, the purpose of the CDU is to generate cash flow in order to help fund the larger refinery. This is known as phase 1 and phase 2.

Without knowing the specifics of the contract, no outside person can know anything about the profitability potential of the CDU. It is false to claim otherwise.
