I see the biggest contributing factor as free food. People can get "food" of any sort with welfare programs, and not have to lift a finger. If people are facing real hunger they should be given the basics, and if necessary, taught how to combine the ingredients to make a meal. Nothing ready to eat should be purchased with welfare. Well, maybe milk.
