First off, there are stocks that IPO onto NASDAQ< so no, you do not need a few years worth of things to get on it. Secondly, yes you can RS onto it if the price is the ONLY thing that is holding you back. Still need to meet the other requirements, but yes you can do that and get on. I know a company that did just that in 2013.
