That will then be the big test. PPAs and Financing.

Catch 22 -

PPA's are dependent upon financing and financing is dependent on PPAs. SWET would need a $158M cash as a security deposit with the new "nameplate" capacity.

Not a problem because a lot more shares can be sold before this never even comes up.
