Yes, NK could affect this but as unpredictable as Kim Jon is, I'm not sure China can plan/delay policy changes around him. I think all the work has been done to allow online access to move forward.

In order to make the Chinese economy a great story at the 19th Congress, the government has been spending lots and lots of money on internal projects. In turn, government debt has increased tremendously.

China's credit rating was reduced last week which didn't go unnoticed in the global markets. They really need to reduce debt at the local provincial government levels.

A great way to increase revenues quickly is to lift the ban. The Chinese lottery will grow to $70B this year with less than 10 percent of the population taking part. Imagine the growth once people can access via mobile devices.
