I'm not sure what you are seeing. The filings said the RS may or may not happen:

at any time before the earlier of (a) August 3, 2018; and (b) the date of the Company’s 2018 annual meeting of stockholders;

This would mean that they can do one if they want to at any time between now and August 3rd, 2018. They may also choose not to do it. However, that seems to be a scary position to be in.
