This is how the ATM works....

It's not manipulation, but the company who is selling the shares (so maybe manipulation by the company???).
If people think the company can sell the shares at higher prices after approval, I think they don't understand how ATM works for small companies.

I'll be happy if they sell most of the ATM around $3 before approval.
