Houston was flooded in April of 2016 so you'd think those people would know they need to have flood insurance if they are going to live there.

But people like those who live/lived in Bear Creek Village were taken by surprise when the Addicks reservoir filled beyond capacity for the first time in its 70-year history. Tuesday evening, water continued to pour over the reservoir.



I-10 is now open to San Antonio.



The most recent call for donations is for air mattresses and cots.

At the Barker reservoir, the water level was rising and threatening to spill over.

One man commented:
"I don't know if it's a storm drainage issue or a Houston development issue but I've got neighbors who have lived here for over 50 years and have never flooded before and have now flooded twice in 26 months."

Harvey is now threatening Louisiana with up to 10" of rain in 36 hrs.
