A lawsuit would be something a private shareholder/lawyer would need to initiate and may get permission from court to notify shareholders to participate in a class action.
However, if anyone does decide to file a lawsuit it does not necessarily need to become a class action (I did a google search but did not find any info about any lawsuit or bankruptcy filings).
SEC or the State of Nevada would not be involved, other than what was provided by Renee in a previous post:

I don't know exactly how much if anything will be distributed to shareholders if/when the civil penalty plus interest is eventually paid.
The company never responded to my calls or correspondence and have no way of knowing what will happen to our oil reserves, assets, etc.
Don't know if anyone else was able to speak directly to the officers or consulted a lawyer about any future prospects of recovery, etc.
