I do remember this. It was just prior to the ban being implemented. They also signed an agreement with China Mobile around the same time.

I was reading today that in preparation for the 19th Congress in October/November, the government has been spending like drunken sailors to help prop up the economy to make themselves look better to the people. As a result, they have blown through the 2017 fiscal budget and will need to find additional monies to finish out the year. Sounds like a catalyst to lift the ban!
