All dilution is not bad. It gets bad when done for wrong reasons, or a continuous never ending cycle with no reasoning or end in sight. But at this level it takes money to develop more are startup ground level companies and need capital. But the best this is do your DD look at the fins to see where money is going always follow paper trail.
