Most firms utilize an underwriter when they "go public" on a major exchange, whether it's an uplisting or a brand new $symbol. For many, this underwriter is also the 1st major analyst that covers their stock. Bringing an issue to the NYSE or NASDAQ isn't like the OTC:BB, where 18yr old guys in jeans do it from their garage. By "working on it" I mean establishing a relationship with an advisor/underwriter/dealer who can assist in the process.
