Yes it does seem they can add a merger vote to the current proxy but I believe that they will have to file a PREM14 a to do so which takes up to 20 days for SEC to process. They need at least 10 days to mail out new proxy cards to give sufficient time for people to vote. That requires DEFA14A. Also Delaware law requires 20 days notice before vote on mergers. Window is really tight right now and requires announcement this week.
