Bigworld, Cars/trucks being driven into crowds of people has been happening a lot lately, especially in Europe. My working hypothesis has been that most of these events are part of the Deep State's ongoing 'strategy of tension'.

The Deep State in Europe had conducted a strategy of tension back in the 1960s and 70s to demonize the growing Communist movements, especially in Italy. There were dozens of false flag terrorist events that were blamed on the Communist Red Brigades, but Webster Tarpley shows how these were actually perpetrated by NATO Intelligence. Tarpley was a Fulbright scholar at the University of Turin at the time.

Today the goals include keeping the War of Civilizations going between the West and Islam when public interest starts to flag off, and in the US to periodically fan the White/Black divisions in order to keep people from uniting.

So it's Divide and Rule - Creating or encouraging divisions among the subjects to prevent alliances that could challenge the sovereign. The Romans did it, the Venetians did it, the British Empire did it, and the Deep State and Soros do it.
