They were just under cutting the ask trying to get a fill. Why they didn't go with .0014 who knows. Since you were AON your bid probably wasn't showing. They were just hitting the bid with a limit order instead of market so they would make sure they got .0013 instead of lower. The difference between .0014 and .0013 on 100,000 is only $10.

OTC are a bit strange and don't go by all the same rules as the regular markets.
