President Obama granted 231 pardons/commutations_on_12/19/2016
the most ever in one single by a departing President.

Presidents leaving office are many times wont to altruistically enact things that actually benefit the people they rule and cause the President a pre-designed minimal amount of pain over a very short time. In Obama's case the pain only ranged over 30 days until Trump took over and started wrecking/dismantling the government.

President Michelle Bachelet is nearing the end of her tenure in Chile. There is talk here in Santiago that she may be pulling an end run around rabid zealot frothing-at-the-mouth environmentalists/alarmists and (her) making a stab at stimulating the national economy (more jobs for Chileans) by reining in the vicious attack dogs in the SEA (Environmental Evaluation Service) which effectively holds a choke hold over miners.

On Saturday July 23 over the weekend (non news day, quiet news day) the SEA very quietly approved a US$2.5 billion expansion of BHP Billiton’s Spence copper mine. Yes, yes, I know this is copper, but the approval "act" in and of itself is very significant for all miners in Chile.

We need to start watching much closer what "pardons" Michelle issues in these last few months of her term. If she were to surprisingly yank the dog-chain hard and curb the SEA in Maricunga then things could start improving for us dramatically within just a few days.
