my guess would be that IP talking to lots of pharma companies about selling rights for B UP to develop foam and an oral formulation rather than do it on their own. They have a sensational potential product for UC but they are such a small company.

really a lot does depend on P trial : if interim data very convincing then much stronger footing for the company as a whole

Weak P data would make everything harder- at least in the short run
