I see that it does say

whether the applicant has demonstrated abuse-deterrent properties for their product that would support labeling.

That is why I wasn't sure if they would also include a recommendation as getting labeling or not. Or that falls on the FDA to make the final call when they look for exclusivity issues and such.

I would think as long as they say they feel it has demonstrated the abuse deterrent properties, that's as good as it will get at this juncture.
