What this means is that Jorge has to petition the BC Supreme Court to endorse the Summons so that Jorge can depose Leon and DiFonzo in BC for his lawsuit in Chile. Foreign Affairs Canada has no role in this process other than Jorge notifying them. If the court believes Jorge's request is not justified, it will reject his request.
I doubt the BC Supreme Court will endorse his Summons. The BCSC is immune from liability in carrying out its regulatory role. The December 2015 letter and the Notice of Hearing are all activities that stem from that role.
Also, for some reason Jorge believes that his lawsuit against the BCSC in Chile is a criminal matter. I don't know what Torres is telling Jorge, but from the court filings, it's a civil not a criminal matter.
