I've thoroughly read the S-1 and there are a couple of items buried in it that explains a few things.

First- the land is an option to purchase up until October 1st, 2017. This can be used in the application of a permit as it is a right to purchase

Second- The meeting with v-fuels, as you have shown here, was a necessary step in the process prior to applying for the permit. Trinity consultants commented that certain layouts and agreements need to be in place prior to an Air permit application. One cannot apply until this is done.
