If they can achieve this then they can combine batches to make whatever amount of 'cide is required for testing. As long as it is verifiably identical, then it can be from multiple batches.

Unfortunately, they have not done this with one single batch of any size.

That is the problem with the laws of physics, they are called laws for a reason.
