In addition, IMO, they're not even managing at all - since it's stated that managing is an "option" that MCIG can execute...

...Hence, the lie? I don't know of any customer who would ever allow a contractor to have an option where the contractor can execute optional services. It's usually the other way around. If GC does a good job to the satisfaction of RH Medical, it's RH Medical who has "the right" to execute optional services from MCIG.
