Not necessarily good news or bad news, BUT...

...in this stocks case and the way it needs funding and how stagnant its been over 3 months now, I'd say it's good news because a passive investor has just invested 5.45% into this company equaling 382M shares about. If I was them I'd come out with some type of PR regarding the drill cores plus with this investment I bet the pps would react bullish no doubt!! Too bad its management are a bunch of idiots.
