Since the Citizen's United ruling, I don't think that term limits would have much effect. Seats can now be "owned" by funding the campaigns of puppets. So if one guy terms out, he will be replaced by another spokesperson for the particular special interest that funded him in the first place. The front men can be interchangeable and their voting record won't change much. Like changing drivers on a racing team. It is how the billionaires get their tax cuts for example. Congressmen know the average person in their districts will not benefit from a billionaire tax cut, as trickle down is a proven joke, yet the republicans in particular vote for the cuts since they are loathe to bite the hand that feeds them and keeps them in office.

Term limits would be mostly illusory, as in the case when true statesman emerge, they would be termed out in deference to a new corporate puppet.

That is just my opinion, as in my congressional district we have had several corporate shills elected, and several never even lived in the district. We had one that had literally never even set foot in the district... a staffer handled the "liaison" meetings in the district. Things like town halls never happened, and their voting record seemed to indicate no regard for the needs of the district, yet the money pours in from elsewhere to keep them in office.
