It's probably limited to people that own a certain percentage of the stock like 5%

No. They issued themselves super-voting preferred shares and have billions of votes. Even at 1.5 billion shares outstanding they still can unilaterally decide corporate actions without the consent of the real shareholders.

It's literally a license to steal, which they've proven themselves quite capable.
